German Befähigungsschein §20 (P20) Technical Supervisor for EOD/UXO


Auke van der Velde holds a German Befähigungsschein §20 (P20), authorising him as Fachtechnisches Aufsichtspersonal for explosive ordnance disposal under the German Explosives Act.


This includes search, identification, excavation, recovery, render-safe procedures, demolition, internal transport, and storage of conventional, chemical, and explosive military munitions during UXO clearance operations.
The certification includes full authorisation to plan, supervise, and execute EOD tasks on designated clearance sites (Räumstellenleiter).

Auke Rinse van der Velde is authorised under the German Explosives Act (Sprengstoffgesetz – SprenG), as published on 10 September 2002 (BGBI. I S. 3518) and amended by Article 6 of the Act of 25 October 2012, to carry out specialist activities involving explosive and hazardous items.
He is certified as Fachtechnisches Aufsichtspersonal (technical supervisory personnel) for UXO clearance operations.

Authorised Scope (English Translation of Pages I–II)

This authorisation permits the following activities within the framework of Kampfmittelbeseitigung (Explosive Ordnance Disposal):

1. Handling of explosive and hazardous items

Including:

  • Unexploded ordnance (Fundmunition)
  • Explosive military weapons
  • Chemical munitions
  • Chemical warfare material

2. Search, exposure, recovery, and identification

Permission includes:

  • Locating, uncovering, excavating, and identifying UXO
  • Determining handling safety and transport safety of conventional and chemical munitions
  • Recovery and excavation of historic and chemical ordnance

3. Rendering Safe & Disposal (on the project location)

Authorised to:

  • Establish transport safety through defusing or demolition
  • Conduct demolition and disposal of recovered ordnance
  • Use commercial explosives and initiation systems during disposal operations

4. Storage & Internal Transport

Permitted to:

  • Store recovered ordnance
  • Store explosive military weapons set aside for delaboration or destruction
  • Store explosives and initiation systems in accordance with legal requirements
  • Transfer, receive, and internally transport such items within the operational site (Räumstelle)

5. Movement / Transfer of Explosive Material

Authorised for:

  • The movement, internal transfer, and receipt of explosive substances and UXO items in accordance with German regulations

Conditions of the Authorisation (English Translation of Page III)

The P20 authorization is subject to the following conditions:

  1. Compliance with regional regulations
    All activities must comply with the respective state-level regulations and be coordinated with the authorities responsible for conventional and chemical ordnance disposal.
  2. Notification of changes
    Any changes to this authorisation must be reported immediately to the competent authority.
  3. Legal storage requirements
    Storage of explosives, UXO, explosive devices, and initiation systems is only permitted in officially approved storage facilities, except when operating under the “small-quantity rule” as defined in Anlage 6 of the 2nd Ordinance to the Explosives Act.
    When applying the small-quantity rule, SprengLR 410 (German national storage directive) must be followed.

IMAS Certification Overview

IMAS EOD Level 3+ Technician

Certified at the EOD & Demining School in Kosovo, the IMAS EOD Level 3+ qualification represents one of the highest internationally recognised benchmarks for independent EOD operators. The certification confirms advanced competence in the identification, disposal, and render-safe procedures of a wide spectrum of munitions, including air-dropped weapons, guided weapons, sub-munitions, demolitions, storage, transport of explosives, and bulk disposal operations.
This qualification demonstrates professional capability to manage complex EOD tasks, lead operational teams, and execute advanced disposal techniques in accordance with International Mine Action Standards (IMAS).

IMAS 09.60 Level 3+ Maritime Technician

The IMAS 09.60 Level 3+ Maritime Technician certification verifies specialist competence in maritime UXO operations, including underwater explosive ordnance recognition, render-safe procedures (RSP), safe access, transportation of explosives, disposal planning, remediation, and post-task operational documentation.
Assessed at the MAT Kosovo EOD & Demining School, this qualification ensures the capability to operate safely and effectively within marine environments, bridging the gap between traditional EOD skills and the unique demands of subsea and coastal clearance operations.

IMAS Low Order Techniques (LOT) Training

Completed at MAT Kosovo, this specialised Low Order Techniques training covers a wide range of controlled deflagration and low-order disruption methods used to minimise environmental impact during offshore disposal.
The course includes live-fire practicals and advanced techniques such as thermite charges, linear cutting charges, rocket wrench, de-armer tools, shock tube systems, and underwater deflagration methods. These competencies support safer, reduced-impact disposal of sensitive munitions, with emphasis on lowering NEQ effects, underwater noise peaks, and bubble-jet influence, critical for modern offshore UXO mitigation.
